Jacqueline plays Sheila Hammond, a writer who returns to her home town to investigate the state of feminism there. "Touted as first film about Women's Lib," according to Leonard Maltin's Movie Guide. Written and directed by men, of course. Apparently the first and only theatrical feature directed by actor/director/producer Jackie Cooper, who has extensive TV directing credits.
I recently learned that "Stand Up and Be Counted" was released on video, circa 1995, by an obscure Canadian company, which has since gone out of business. I have never seen it on TV.
